PAPER MILL LANDFILL CLOSURE Wyoming County, West Virginia

Project involved the remediation of a landfill at a paper mill built in the 1940s that experienced excessive settlement and a slope failure. The mountainside landfill had closure slope of one horizontal to one verti cal. The WSP team determined the most cost effective and technically proficient way to re-close the landfill while simultaneously minimizing the volume and quality of leachate generated from the landfill, which is treated in an on-site wetlands system. As the Engineer of Record, our team provided a multitude of services including geotechnical studies, hydrologic studies, design services, bid ding services, and the preparation of plans, specifications, and contract documents. Services performed included geotechnical field investigations, slope stability determinations, leachate generation modeling, wetlands treat ment system modeling, and regulatory interface. The remote site was inaccessible for standard construction methodology; therefore, our team designed a synthetic cover system for the landfill that required less cover soil to install and provided a low maintenance cover system during the post-closure period. Our team prepared a site-specific Stormwater Pollution Prevention Plan (SWPPP), which included a series of temporary down-gradient storm water collection basins for collecting sediment during construction. At the completion of the project, a closure report was submitted to and approved by the West Virginia Department of Environmental Protection (WVDEP).
