Watershed Modeling and Analysis 

Louisiana Watershed Initiative Louisiana Department of Transportation & Development (LaDOTD) | Northeast Louisiana ■ Data collection, flood modeling and consequence analysis ■ Custom GIS automation ■ Multi-agency coordination In 2019, WSP was contracted by LaDOTD to conduct watershed modeling and analysis for Region 3 under the Louisiana Watershed Initiative. This region includes four watersheds in northeast Louisiana: Boeuf River, Tensas River, Bayou Cocodrie, and Bayou Macon. The scope covers public outreach, data collection, hydrologic and hydraulic analyses, and consequence modeling. WSP’s watershed-scale models will guide future development analysis, flood mitigation studies and risk assessments. WSP’s data collection included outreach to stakeholders and surveying over 1,000 bridge and culvert crossings, 60+ weirs/ diversions and 600+ channel cross sections. Modeling involved two HEC HMS models for Arkansas headwater basins and four HEC-RAS 2-D rain-on-mesh models for Louisiana watersheds. WSP collaborated with levee districts, municipalities, US Geological Survey, US Army Corps of Engineers and LaDOTD for data verification. Custom tools were developed for terrain modification, precipitation processing, calibration metrics and survey integration.

Carpenter Creek and Bayou Texas Watershed Management Plan Escambia County | Escambia County, Florida ■ Watershed modeling and evaluation ■ Water quality modeling and assessment ■ Regulatory review WSP developed a comprehensive Watershed Management Plan (WMP) to address legacy impairments and guide future site-specific improvements using stakeholder input and Best Available Science. Public engagement was central to the plan’s success, with milestone based outreach, a dedicated website (restorethewatershed.com), newsletters and informational videos. WSP conducted extensive assessments of water quantity, quality and stream biophysics, identifying data gaps and enhancing the County’s monitoring program. An ICPR4 model quantified surface water and flooding risks from design storms and sea level rise. We conducted a water quality analysis, which identified trends, hot spots and impairment risks. This work was supported by statistical and pollutant load modeling. Hydrology and structural influences were also evaluated. A unique urban stream classification informed targeted creek improvements. Concept plans for 15 sites were developed, aligning restoration goals with community priorities like education and recreation. Our final recommendations addressed engagement. Monroe County Watershed Management Plan Monroe County | Florida Keys ■ Delineation of 314 watershed basins ■ Hydraulic and hydrologic modeling ■ Flood mitigation and resilience Monroe County WMP to address tide-induced flood risks, sea level rise and challenges to long term resilience in the Florida Keys. The project includes the delineation of 314 watershed basins across unincorporated Monroe County, using high-resolution digital elevation models and geographic information system data. Our professionals also incorporated land use, soil and stormwater infrastructure information into project work to be as accurate as possible. WSP performed hydrologic and hydraulic modeling using HEC-RAS 2-D to simulate inundation extents for present and future conditions across multiple design storm events, including the 10-, 25- and 100-year storm events. Modeling evaluated multiple factors including rainfall, sea level rise, and King Tides for existing and future scenarios. The WMP was developed to help Monroe County achieve a minimum Class 4 status under the Federal Emergency Management Agency’s Community Rating System. To support this goal, the plan includes detailed technical documentation required by the Insurance Services Office and the Florida Division of Emergency Management. Once the regulatory review is complete, the WMP will guide capital improvement projects aimed at flood mitigation and enhancing the county’s overall resilience.
