26

Waste, Hazardous Materials, Landfills, and Waste-to-Energy | SOQ

Monitoring and reporting Migration of LFG through soil is one of the major issues of concern for landfill owners and property owners adjacent to landfill sites. We have completed LFG compliance monitoring, obtained permits and authored generation, migration studies and regulatory reports. Our staff is trained to evaluate and remediate LFG migration and our team of highly skilled hydrogeologists can also assess the impact of LFG on groundwater and create corrective action plans to remove the source and improve groundwater quality. Emergency response LFG migration from older uncontrolled landfills in areas subsequently developed for residential and commercial use can result in potential LFG concentrations which pose a risk to health and safety. WSP project managers and field personnel are well trained to respond to emergencies related to methane migration. We respond to LFG incidents related to the operation of active LFG management systems. WSP’s work in designing and installing LFG extraction systems effective in reducing long-term operation and maintenance costs includes: z Use of gas generation models such as the U.S. EPA’s LandGem and the IPCC Greenhouse Gas Inventories model z Mapping of static pressure contours and gas concentrations in conjunction with varying atmospheric conditions and soil types z Detailed extraction well casing analysis and design for deep landfill application z Header and sub-header analysis and design z Location and design of vacuum pressure plants and monitoring assemblies and associated flare or recovery processes z Developing condensate recovery and management systems to accommodate landfill settlement and prevent plugging of the LFG collection system WSP’s engineers use a combination of proven design methods and extensive previous experience when designing collection systems. The landfill gas generation models are selected to best utilize the client’s available information on waste composition and quantity, landfill site conditions, and existing landfill gas management to enable assessment of the best combination of control measures.

27

Leachate assessments, collection and treatment

WSP staff includes engineers, geologists, and environmental scientists who combine their expertise to develop effective and environmentally responsible landfill leachate management programs. Leachate management is a key area in the operation of an active landfill, and we have experience assisting clients with leachate management issues, including alternative daily cover, interim geosynthetic lining, leachate recirculation, and alternative leachate treatment/disposal methods including leachate evaporation. We work with our clients to meet regulatory guidelines and create systems that lessen the landfill’s impact on the environment by reducing its carbon footprint. Leachate Minimization Leachate minimization can lower treatment and disposal costs, and reduce liability. To identify minimization opportunities, WSP can evaluate the leachate collection system and facility generation rates to identify areas with excessive production. Site conditions such as filling sequence, waste volume, design, and climate are then evaluated to help us create a best-fit minimization plan. Leachate minimization solutions include: z Alternative cover materials z Temporary and intermediate cover systems z Stormwater diversions

z Changes to working face geometry z Design and construction techniques z Evaluation of special waste acceptance Leachate Recirculation

Properly managed leachate recirculation and reuse can significantly reduce leachate disposal costs and enhance landfill gas production. Recirculation volumes must be balanced with the waste-adsorption capacity and associated operational challenges. Evaluation of current waste volumes, precipitation, gas collection-system performance and historical recirculation practices help identify acceptable recirculation rates.

28

Waste, Hazardous Materials, Landfills, and Waste-to-Energy | SOQ

Regulatory Support We understand the importance of regulatory compliance, and can navigate the regulatory process, prepare permit applications, and negotiate with regulatory agencies to ensure the project is on track. We also identify regulatory options that reduce or eliminate on-site treatment requirements. Corrective Action Program Our approach to corrective action involves strictly adhering to regulatory requirements, notifications, and deadlines, using a risk-based approach whenever feasible, and designing a site remedy that meets our clients’ needs (e.g., cost, public relations, litigation concerns, ease of O&M, level of aggressiveness at treating the contamination), while achieving the regulatory objectives of corrective action. Treatment Options Site conditions and the variable nature of leachate require a site-specific approach for treatment alternatives. Treatment alternatives may be physical, chemical, biological, or a combination. WSP uses bench scale treat-ability testing of site-specific leachate samples to support alternatives analysis and the design process. Our experience with treatment projects includes all aspects from conceptual design to construction and plant operations such as: z Evaporation z Passive biological and wetland treatment z Conventional and advanced oxidation z Ion exchange and adsorption z Chemical precipitation z Air stripping z Active biological treatment z Reverse osmosis and other membrane processes

As leachate management costs increase and publicly owned treatment works restrict or prohibit leachate discharge, the evaluation and implementation of cost-effective solutions are becoming even more important to landfill operations. WSP provides comprehensive leachate management services from minimization, recirculation and alternate technologies, including active and passive treatment.

29

Regional Park Landfill Redevelopment Our team retrofitted the design of the existing landfill gas collection and venting system to accommodate the facility.

A specialized artificial turf was installed that requires no watering or mowing and keeps the site looking green year-round. WSP also provided geotechnical support for the construction of the field and parking areas.
