WSP is helping to build the new hydrogen economy by supporting clients with production, storage, distribution and utilization of hydrogen as a clean fuel. Projects have ranged from geologic and hydrogeologic studies for renewable hydrogen development to assess water quality, storage availability and concentrate disposal to pipeline design and permitting support. WSP has been involved in hydrogen projects for more than 20 years, delivering solutions for permitting and design of hydrogen production, storage, distribution and end-use applications across various sectors and regions. WSP has a multidisciplinary team of experts in hydrogen engineering, economics, policy, safety and environmental aspects who work collaboratively with clients and stakeholders to develop and implement innovative and sustainable hydrogen solutions. These innovative methods of producing and consuming energy are emerging with a focus on low-carbon solutions to meet net zero goals. WSP is also a leader in helping clients reduce their carbon footprint through various clean energy strategies including carbon capture, utilization and storage (CCUS) as well hydrogen production, storage, distribution and utilization. Our work in CCUS and hydrogen is part of our Future Ready ® approach, aimed at shaping a sustainable future and advancing ESG principles. WSP has long been a CCUS leader, from our early work in designing and drilling Class II acid gas injection wells for carbon dioxide and hydrogen sulfide to our current work on Class VI wells. Our full suite of services includes geologic feasibility studies, underground injection control (UIC) Class VI permitting, surface facility design and environmental and land use studies. Currently, WSP is providing these services for a green hydrogen storage facility in Utah that will be the largest of its kind. Previously, we provided permitting and environmental impact study (EIS) for a hydrogen storage cavern with a working capacity of 5.5 billion cubic feet.

Hydrogen hubs are regional networks that connect clean hydrogen producers, consumers and infrastructure to help increase the use and production of clean hydrogen on a large scale. The hubs are intended to be demonstration projects that test and prove technologies to reduce greenhouse gas emissions, store and transport hydrogen and use it in new applications. The hubs also aim to streamline the deployment of clean hydrogen as a climate solution for sectors that are difficult to decarbonize, such as industry and heavy-duty transportation.

Hydrogen: The Future of Environmental Biotechnologies

The Regional Clean Hydrogen Hubs (H2Hubs) program set aside up to $7 billion in funding to help establish six to 10 clean hydrogen hubs in regions throughout the U.S. including the Pacific Northwest, California, the Gulf Coast, the Heartland and others. In October 2023, it was announced that seven hubs were selected for award negotiations. The funding is part of the current administration’s Bipartisan Infrastructure Law to promote further investment in these hubs to develop production, end-use and connective infrastructure needed to accelerate clean hydrogen use as an energy source. The objective of the program is to increase

the production of clean hydrogen to better match growing regional demand. Government support will help overcome barriers to achieve large scale, commercially viable hydrogen ecosystems in the U.S..

Underground Energy Storage WSP has worked on major energy storage projects since the 1980s, including signature projects such as the U.S. Strategic Petroleum Reserve and has delivered more than 200 cavern projects in bedded and domal salt. Projects: z Green Hydrogen Storage Facility, Utah – Engineering, Procurement, and Construction Management services for two large hydrogen storage caverns totaling 9MMbbls or 300GWh of stored energy under USDOE financing. Includes design, drilling operations, surface facilities and solution mining process. Completed in March 2023. z Hydrogen Storage Cavern, Texas and Louisiana – Conducted several feasibility studies to evaluate development of hydrogen hubs for energy storage around salt domes, including cavern development, water availability, disposal options and interconnection to hydrogen pipelines. z Air Liquide Hydrogen Storage Cavern, Texas – Designed, drilled and solution mined a hydrogen storage cavern, one of three in the U.S. Completed in 2017. z Storage Asset Evaluation and Optimization – WSP has conducted several studies to determine the feasibility of converting existing natural gas caverns to store hydrogen. We evaluated the repurposing of existing cavern wells, considering existing cavern operating parameters, wellbore schematic, cemented casings, metallurgy and wellhead design.

z Bethel Storage Facility Expansion, Texas – Technical and drilling management services for a major gas storage complex expansion including a storage cavern well, brine disposal wells, leach plant, power supply system and related assets.

Projects: z Natural Gas to Hydrogen Conversion, Worldwide – Evaluation of strategies to convert natural gas pipeline infrastructure to hydrogen service. In the U.S., Canada, the UK and the Netherlands projects are evaluating natural gas-hydrogen blends; the process includes looking at the impacts on users and optimizing the blend ratio including eventual conversion to 100% hydrogen. z Spindletop Underground Hydrogen Storage and Pipeline, Texas – Route development, pipeline design and permitting support for a hydrogen delivery pipeline from hydrogen storage. The pipeline includes delivery to planned hydrogen consumers and will include pressure regulation and metering.

z Air Products Neste Pipeline, Netherlands – Design of a 19-mile, 100 bar hydrogen pipeline system as well as pipeline routing, stakeholder engagement, environmental assessment, permitting support and construction monitoring. z HyEnergy Zero Carbon Hydrogen, Australia – Participated in developing the configuration of this green hydrogen project for production and export to international clients; the project includes twin six-mile, 200-bar submarine offshore pipelines for ship loading to be installed by horizontal directional drilling across a sensitive shore zone.

Permitting As the largest environmental consultancy in the country, WSP has an intricate knowledge of and exemplary experience with programmatic National Environmental Protection Act (NEPA) assessments. Our teams possess extensive experience and strong working relationships with relevant federal agencies such as the Environmental Protection Agency (EPA), U.S. Army Corps of Engineers (USACE), U.S. Fish and Wildlife Service (USFWS), U.S. Coast Guard (USCG), U.S. Department of Energy (USDOE)and the U.S. Maritime Administration (MARAD). Onshore Renewables WSP has a strong engineering presence in utility-scale renewable energy and battery storage, with a focus on detailed engineering design covering electrical, civil and structural engineering. As a global leader in utility-scale renewables, we provide owner’s engineering and technical advisory services, from technical specifications to site construction supervision. Carbon Capture & Storage WSP has long been a CCS leader, from our early work in designing and drilling Class II acid gas injection wells for carbon dioxide and hydrogen sulfide, to our current work on Class VI wells for carbon dioxide sequestration. We offer technical expertise and regulatory support and advisory services for carbon dioxide transportation and injection. Our experience includes geologic screenings for Class II acid gas injection wells; hydrogen and carbon pipelines; and carbon capture and sequestration projects. Ovarall, our work in CCS is part of our broader, industry-leading expertise in underground storage and disposal.

Projects: z Lorain Carbon Zero Solutions, LLC, Ohio – Conducted geologic feasibility and modeling and prepared Class VI permit application under 40 CFR 146.82 for a proposed carbon dioxide storage well. The program included design of the injection well, monitoring network and post-injection care. This document was submitted to EPA Region 5 for review. z Hydrogen Hub Development Pre-Feasibility & Site Selection Study, U.S. & Canada – Conducted geologic feasibility for a hydrogen hub development pre-feasibility and site selection study. The study involved early phases of development of generation,

transportation and storage for both blue and green hydrogen. The team assessed subsurface feasibility and water availability. z Geologic Feasibility and Modeling, Gulf Coast and California – Conducted geologic feasibility and modeling and prepared Class VI permit application under 40 CFR 146.82 for proposed carbon dioxide storage wells. z Geologic Feasibility and Modeling, Louisiana – Conducted geologic feasibility and preparing permitting, MRV, modeling and design of an injection well for carbon dioxide disposal through a Class II AGI well. Projects: z Green and Blue Hydrogen Geologic and Hydrogeologic Studies, Regional, US – Geologic and hydrogeologic studies on regional and local levels for green and blue hydrogen development, including assessing water quantity and quality, storage availability, confinement and potential injection zones for concentrate disposal. z Desalination Plant Evaluations and Design, Texas – Groundwater supply evaluation, well siting, design, testing, injection well permitting and injection and concentrate composition, as well as well-scaling evaluations for the development of a 27.5 million gallons per day California – Designed the stormwater capture infrastructure for a 4,495 acre park. Runoff will be stored and treated through bioswales and hydrodynamic separators filtering; project includes a separate conveyance system to divert treated water to a drinking water plant for further treatment. z Panoche Energy Center, California – Designed a water treatment and reclamation system that maximizes water use and minimizes on-site waste. The plant uses microfiltration (MGD) desalination plant in El Paso. z Alondra Park Stormwater Capture,

and reverse osmosis to achieve 75% recovery of water, reducing the volume of wastewater injection from 388 gallons per minute (gpm) to 97 gpm. z Water Stewardship Strategies – Led development and implementation of a three year roadmap for water stewardship for a technology client, including water inventory, risk assessment, site-level water opportunity assessments and development of partnerships for water replenishment.

Projects: z Confidential Client, Green Hydrogen to Natural Gas, Eastern Canada – Engineering services for a project utilizing 1,000 MW renewables to produce 70,000 tons hydrogen annually and biologically sourced carbon dioxide to supply 100,000 homes per year with net-zero energy. WSP provided engineering for renewable power development and hydrogen plant design. z Confidential Client, Green Hydrogen to Ammonia, Western Canada – 1,000 MW green hydrogen production to produce 800,000 tons liquid ammonia annually to be exported via rail/port, including 100,000 m3 ammonia shipping storage capacity. Services include scoping study, levelized costs of hydrogen and ammonia production, due diligence, conceptual design, site layout, and pre-FEED. z Dominion ThermH2 Green Hydrogen Blending, Utah – Detailed design, equipment selection, and cost estimating to support the client’s development of a novel hydrogen pilot facility. This included preparation of design documents, solicitation of major process equipment, and preliminary design to support an AACE class 4 estimate report. The project scope included an electrolyzer,

an electrical interconnection to renewable energy, hydrogen storage, and blending valves. The project interfaces included the electricity supply, water supply, wastewater discharge, and natural gas tie-in. Currently, Dominion’s Utah subsidiary is one of the few utilities in North America to have successfully blended hydrogen into a live system. z Low Carbon Ammonia Project Owner’s Engineer Services, Texas – Owner’s engineer to support development of the client’s low carbon ammonia export project. Services included project, process, and other discipline support. Deliverables included support of an environmental execution plan and EPC procurement strategy development.
