Project Location: Palo Alto, California WSP has provided The City of Palo Alto with a broad range of engineering and environmental services that include: Final Closure and Postclosure Maintenance Plan: WSP prepared an updated Final Closure and Postclosure Maintenance Plan that includes a proposed engineered alternative design ET cover system. The project includes the preparation of construction plans, specifications for the closure of the final 50-acre landfill and the installation of a landfill gas collection and leachate controls. There were siting concerns for the flare as it was in a park developed on the closed landfill. WSP integrated a new flare station design into a waste gas energy application in the City’s water pollution control plant. WSP investigated the use of a very low profile flare to reduce visibility and/or noise impacts to the adjacent park users. This combustion unit has a diffused and silent flame front that is less than four inches above the burner surface and produces low NOx emissions. A 400 standard cubic feet per minute (scfm) unit can be less than 15-feet tall, compared to a conventional flare stack which might be 25 or 30 feet tall. Environmental Monitoring: WSP has completed the environmental monitoring and reporting since 2005. Conducting sampling and analyses, providing onsite monitoring and preparing reports related to the landfill’s gas, leachate and groundwater monitoring systems at the Palo Alto Landfill. CITY OF MENLO PARK
Project Location: Menlo Park, California WSP has and is currently providing a broad range of engineering and environmental monitoring services to the City Menlo Park. Landfill Gas System Operation and Maintenance: WSP provides comprehensive services for landfill gas collection and control systems (GCCS), supporting both operational reliability and regulatory compliance at Bedwell Bayfront Park Landfill in Menlo Park. Our scope includes routine system maintenance, performance monitoring, and full-spectrum compliance management. Scope of Services Alarm Response & Repairs: WSP responds promptly to system alarms and performs minor repairs on condensate sump components, laterals, headers, extraction wells, and leachate pumps. For example, at Bedwell Bayfront Landfill Park (BBLP), we addressed flare shutdowns due to utility disruptions and conducted maintenance on flow sensors to minimize downtime Monitoring & Reporting: We conduct surface emissions monitoring and perimeter landfill gas assessments. Monthly and annual reports are prepared in accordance with Bay Area Air Quality Management District (BAAQMD) Rule 8-34-113 and other applicable regulations. In June 2025, our team documented flare operation metrics, wellhead oxygen levels, and positive pressure conditions,
recommending liquid level adjustments to restore vacuum conditions Regulatory Alignment & Compliance: All activities are performed in compliance with local, state, and federal environmental regulations. Our work supports clients like the City of Menlo Park and Oakland Public Works in meeting their long-term trash reduction plans and stormwater program requirements Client Engagement & Communication: WSP maintains active communication with city officials and project stakeholders. For instance, we coordinated with Ciara Shirey and Kaila Jones to finalize and submit monthly O&M reports and gas data logs Landfill Gas Collection and Control System Improvements: In 2021, WSP provided engineering support services for the improvement of the GCCS at BBLP. WSP developed improvements for the gas extraction wells and ancillary piping. The improvements included: permitting and providing construction plans and specs, bid assistance and construction management for replacing 500 feet of vertical LFG extraction wells, 6,000 feet of HDPE pipe, 46 wellheads, 81 vaults, and 12 leachate sump pumps, control panels, and ancillary piping.

RECOLOGY PACHECO PASS LANDFILL
Project Location: Gilroy, California WSP has provided Recology with a broad range of engineering and environmental services that include: Landfill Gas Flare Replacement: Most recently, WSP provided engineering support services for the design and construction of an enclosed flare replacement project. WSP developed the design and specifications to decommission the existing flare and install a smaller enclosed flare due to decreasing methane production at the closed landfill. WSP managed the permitting process for installation, including obtaining Authority to Construct from the BAAQMD and approvals from the Santa Clara County Department of Planning and Development. Additionally, WSP conducted engineering reviews of the contractor’s work and responded to requests for information during the construction phase. Upon completion of the flare installation, WSP assisted in obtaining the Permit to Operate from the BAAQMD.
Environmental Monitoring: Since 1997, WSP has been responsible for environmental monitoring and reporting for Recology Pacheco Pass. This includes conducting sampling and analysis, onsite monitoring, and report preparation related to the landfill’s gas, leachate, and groundwater monitoring systems at the Pacheco Pass Landfill. Landfill Gas System Operation and Maintenance: WSP provides services for the landfill gas collection and control systems, including routine maintenance, monitoring, and compliance management. This work includes responding to alarm system callouts, performing periodic minor repairs on condensate sump components, laterals, headers, extraction wells, and leachate pump replacements/repairs. Additionally, WSP assists Recology with scoping and budgeting for recommended improvements or parts and materials.

RECOLOGY HAY ROAD
Project Location: Vacaville, CA WSP has provided comprehensive landfill engineering services to Recology Hay Road for most of its disposal cell developments and operations. These services include landfill disposal cell and gas collection system (LGCS) design and construction quality assurance (CQA). Landfill Gas System Design: WSP designed a LGCS Master Plan to address future lateral expansion of Recology Hay Road through final closure grading. WSP also designs and implements multiple yearly LGCS construction phases to maintain continuous LFG emission and migration regulatory compliance for the existing Landfill footprint. These LGCS design phases typically include re-sizing or realigning LFG headers and subheaders to address operational requirements, adding vertical extraction wells and laterals, and leachate and condensate sump connections. WSP also designs and implements perimeter gas collection trenches adjacent to each cell liner to mitigate emissions from the slope leachate collection layers.
CQA and Construction Engineering Services: WSP provides construction engineering support and CQA services to Recology Hay Road for the periodic construction of both landfill disposal modules, LGCS expansions and other ancillary site works. Our services included: Agency plan checks of the construction documents; Solicit bids for construction, recommend award, and work with Recology’s procurement department to get contracts in place. Review construction staking and confirm the construction documents match the existing pre-construction conditions. Provide geosynthetics and earthworks inspection and laboratory services, and represent Recology as engineer-of-record during site construction.

ANDREW WANG, PE Andrew has provided professional LFG and LCRS engineering services to California landfill clients for over 35 years. These services include facility assessment, siting, planning, permitting, engineering, and procurement of GCCS and LCRS. He also handles construction management, quality assurance, LFG energy utilization studies, site monitoring and characterization, and system operations and maintenance. Andy provides senior technical review for other landfill environmental operations, including air and water quality regulatory compliance and remedial investigations. He has managed and prepared LFG collection system bid and construction plans and specifications for over 40 landfills. Additionally, he has designed LCRS for many landfills utilizing base containment sumps, vertical extraction wells, and perimeter dewatering trenches. KRIS JOHNSON, PG, CEG Kris is a geology practice leader responsible for conducting and managing hydrogeologic and engineering projects for landfill, mine, and industrial sites. He specializes in regulatory and water quality compliance at solid waste sites, implementing detection monitoring, evaluation monitoring, and corrective actions. His project experience encompasses evaluating LFG impacts on groundwater at multiple municipal solid waste landfills and developing perimeter LFG migration monitoring plans for active and closed landfills. Kris also manages the O&M of landfill leachate extraction systems, including installing pressure transducers to monitor leachate levels and optimizing pumping systems for leachate removal. Additionally, he oversees LFG extraction system operation, maintenance, and compliance reporting for several Northern California Landfills. during construction, construction, compliance support, leachate management, O&M for leachate collection and recovery systems, leachate treatment systems, stormwater treatment systems, groundwater treatment systems, instrumentation and controls (SCADA). HUGO VAZQUEZ Hugo has over 25 years of experience as an environmental engineer, specializing in EHS policy and procedures, remediation, landfills, transfer stations, wastewater treatment, and environmental risk and impact assessments. He has extensive experience conducting reviews and analyses of state regulations and policies regarding waste management. He has been involved in waste diversion projects in the United States and in Mexico. His expertise also encompasses O&M for GCCS, landfill capping, geomembrane installation, Constriction Quality Assurance, design, engineering support

CIARA SHIREY Ciara has been providing professional LFG and LCRS environmental services to California landfill clients for over three years. She has supported compliance efforts for more than ten landfill facilities, primarily within the Bay Area Air Quality Management District jurisdiction. Ciara is responsible for managing field tasks, scheduling, compliance reporting, and overseeing several landfill O&M projects. Additionally, Ciara offers a range of biological services, such as natural resource management, invasive vegetation removal planning, protocol-level surveys, and pest control solutions. STEVE GIACOMINI Steve is a Sr. Field Technician with more than 30 years of experience with landfill gas O&M and compliance. Having conducted LFG O&M and compliance monitoring at numerous landfills across Northern and Central California. He has vast experience in all phases of operations, maintenance and monitoring of landfill gas extraction, leachate extraction and monitoring, Surface emissions and air compliance monitoring. He has performed LFG O&M and monitoring at several landfills with active LFG to energy facilities and understands the importance of coordinating and maintaining a cooperative working relationship with Plant operations personnel to provide consistent quality landfill gas to the plant in conjunction with meeting all regulatory compliance requirements. His expertise includes landfill gas flare and system component O&M, Monthly wellfield monitoring and balancing, leachate monitoring and extraction, LFG migration monitoring and landfill surface emissions monitoring. THOMAS STUART Thomas has a decade of experience in groundwater monitoring and operation and maintenance (O&M) of remediation facilities. At WSP, he performs LFG O&M at three landfills, optimizing gas extraction for electricity generation and flaring. His tasks include maintaining wellfield balance, conducting monthly wellfield readings and visible emissions observations, locating and fixing gas system leaks, and performing surface emissions monitoring. Thomas collaborates closely with energy plant operators and owners to ensure methane concentrations remain optimal for engine operation. Additionally, he maintains leachate pumping systems and monitors liquid levels in gas wells. TONALEA PUTZLER Tonalea is a mid-level technician with two years of experience conducting groundwater monitoring and O&M of remediation facilities. At WSP, she performs LFG O&M at two landfills, optimizing gas extraction for electricity generation and flaring. Additionally, she is responsible for compliance sampling pursuant to the National Pollutant Discharge Elimination System permit for closed mine facilities.
