Project Location: Palo Alto, California WSP has provided The City of Palo Alto with a broad range of engineering and environmental services that include: Final Closure and Postclosure Maintenance Plan: WSP prepared an updated Final Closure and Postclosure Maintenance Plan that includes a proposed engineered alternative design ET cover system. The project includes the preparation of construction plans, specifications for the closure of the final 50-acre landfill and the installation of a landfill gas collection and leachate controls. There were siting concerns for the flare as it was in a park developed on the closed landfill. WSP integrated a new flare station design into a waste gas energy application in the City’s water pollution control plant. WSP investigated the use of a very low profile flare to reduce visibility and/or noise impacts to the adjacent park users. This combustion unit has a diffused and silent flame front that is less than four inches above the burner surface and produces low NOx emissions. A 400 standard cubic feet per minute (scfm) unit can be less than 15-feet tall, compared to a conventional flare stack which might be 25 or 30 feet tall. Environmental Monitoring: WSP has completed the environmental monitoring and reporting since 2005. Conducting sampling and analyses, providing onsite monitoring and preparing reports related to the landfill’s gas, leachate and groundwater monitoring systems at the Palo Alto Landfill.
