WSP is one of the most experienced hazard mitigation planning firms in the country, with nearly 300 local and state hazard mitigation plans successfully approved for clients across seven FEMA regions. We balance this depth of experience with a strong local focus, keeping the community at the center of the process. WSP helps communities develop and implement their mitigation strategy. We utilize our team’s significant grant management experience to help our clients find, secure, and implement funding for priority projects. Our aim is to provide the best of both worlds – the knowledge, capabilities, and sophistication of a large firm with the local knowledge and experience of a smaller firm. WSP follows a simple process in mitigation planning to help our clients achieve successful outcomes and support community needs.
We conduct plan development strategy meetings and stakeholder workshops to make the effort inclusive, cost-effective and well coordinated, with clearly defined roles and responsibilities established at the beginning of the process. Adams County, Colorado Multi Jurisdictional Hazard Mitigation Plan Update (2020 and 2025) FEMA (2010 - present) WSP supports FEMA with grant management technical assistance, including the full spectrum of direct support to communities, application eligibility reviews, BCA development and reviews, EHP reviews, and ongoing grant management training. Five County MJHMP Updates (2020 and 2025) WSP, under a contract with the State of Iowa, developed FEMA compliant multi-jurisdictional hazard mitigation plans for five counties in Iowa. All plans were successfully approved on time, despite disruptions caused by COVID-19. Kings County, CA MJHMP Update (2022 - 2023) This update included multiple participating jurisdictions and was approved under the new FEMA planning guidance as well as new state requirements specific to drought preparation.
WSP provides the technical expertise needed to plan for and mitigate hazards and achieve our clients’ goals. We orchestrate budget, schedule, quality, risk, procurement, and outreach. But above all, WSP brings complexity under control by building strong, enduring relationships.

With assistance and guidance from WSP in data collection and plan development process, individual agencies and departments assist in updating hazard and vulnerability assessments and the mitigation strategies for their areas of interest.
WSP facilitates the entire planning process. We conduct general research and community engagement, update the risk assessment, and ultimately work with the community to implement the mitigation strategy and see that it reflects community priorities.
WSP pepares an estimate of potential losses as indication of vulnerability and uses the hazard identification profiles to assess vulnerability and impacts to people, structures/property, critical facilities and infrastructure, systems, natural and cultural assets, and activities that have value to the community.
