WSP supports FEMA with grant management technical assistance, including the full spectrum of direct support to communities, application eligibility reviews, BCA development and reviews, EHP reviews, and ongoing grant management training.
WSP offers comprehensive grant management services, from a full needs analyses and funding scan to application development or grant management for pre identified projects. Grant management is a critical part of delivering services for many state and local communities, and WSP keeps that focus at the core of our approach. We scale and tailor our approach for each project to provide our clients with whathey need, nothing more and nothing less. We start by identifying community needs, whether from existing planning documents, executive
discussions, or new outreach. Based on need, we perform a funding scan to see what programs may be available and then develop a plan to secure the needed funding, including any required community match. We then compile a complete application, including not only basic scope, schedule, and cost documentation, but also any necessary benefit cost analysis and environmental or historical preservation materials. Finally, we support the day-to-day grant management and ultimately closeout, including any required reporting.
New Mexico Department of Homeland Security and Emergency Management (DHSEM) (2017 - present)
WSP provides direct support to New Mexico’s DHSEM in implementing its statewide hazard mitigation program, including grant application development, review, and oversight. WSP also wrote New Mexico’s State Hazard Mitigation Plan, valid through 2028.

CASE STUDY: VIRGINIA BEACH SHORE DRIVE GRANT MANAGEMENT
WSP is supporting the City of Virginia Beach on its Shore Drive Corridor planning effort. Located at the convergence of the Atlantic Ocean and Chesapeake Bay, the Shore Drive Corridor is considered critical infrastructure and an evacuation route for the city. Shore Drive Corridor is also a dynamic coastal environment prone to frequent tidal
flooding, and exacerbated by heavy rainfall from major storm events. WSP recommended various flood control gates and stormwater measures in a series of potential design/construction packages and supported the City in its successful application for a $25 million grant award through the FEMA BRIC program. WSP’s work included the development and application of a risk model that reflected current and future tidal and storm surge flooding along with current and future precipitation changing conditions. WSP used the risk model to quantify project benefits for the project area. The benefits were extensive and helped support ultimate project funding justification. WSP is currently supporting the City on implementing the improvements.
Exploring funding sources for reducing risk States, local jurisdictions, territories and tribal communities are eligible for a variety of grant funding depending on which type of disaster is affecting their community.
WSP helps communities secure funding for eligible long-term solutions that reduce the impact of future disasters.
