Flood Risk Assessment
FLOOD RISK ASSESSMENT Premier Flood Risk Analysis and Communication Provider
Decision-Making Conceptual Framework WSP uses Adaptation Decision-making Assessment Process (ADAP), a tool for planners and designers to account for climate-related hazards now and into the future in the design of civil works projects. ADAP aids decisionmakers in assessing and determining which project alternative(s) is most practical and effective.

Pinellas County, Florida Restore Act Vulnerability Assessment
WSP has supported 14 states across the country as a Cooperating Technical Partner and has supported FEMA directly under the Risk MAP contract for multiple years. Moreover, as FEMA transitions to new modeling and production technologies and approaches, WSP is on the leading edge, supporting and advancing best practices in understanding and communicating flood risk to communities across the country. Stormwater and Flood Risk Management Solutions for Sinking Cities on the East Coast WSP brings extensive experience and a multidisciplinary approach to flood risk assessment, integrating engineering, environmental science, and digital solutions. Our work spans stormwater control facility planning, watershed management, green infrastructure design, and ecosystem restoration.
WSP’s team of 350 water consultancy and engineering professionals collaborates nationally and internationally to deliver flood risk assessments for major infrastructure projects, including transport networks and urban developments. Our expertise includes flood modeling, drainage design, and compliance with pollution control regulations and industry standards. WSP’s approach emphasizes collaboration, innovation, and sustainability. We tailor project delivery to client needs while considering local environmental conditions and long-term resilience. Our flood risk consultants work closely with local authorities and national agencies, contributing to flood investigations, risk management strategies, and planning support. WSP also integrates broader water environment services such as Water Framework Directive assessments, geomorphology, and biodiversity net gain into their flood risk work, ensuring holistic and future-ready solutions.
Positioned between Tampa Bay and the Gulf of Mexico, Pinellas County is facing increasing risks from rising sea levels and storm surge. Using ADAP, WSP assisted the County in applying for and securing funding to assess climate-related flooding risks. WSP assessed the County’s long-term vulnerabilities and developed climate adaptation strategies in response to future tidal flooding and storm surge. WSP also evaluated the socioeconomic costs of flooding and identified potential solutions. This assessment provided the County with the groundwork to continue enhancing community resiliency. USACE Vicksburg, Mississippi District Modeling, Mapping and Consequences (MMC) WSP has supported the MMC Program for over 20 years. This program is USACE’s center of excellence for hydrologic, hydraulic and consequences modeling and mapping. The MMC’s mission includes producing hydraulic models, inundation maps, consequences estimates, and technical reports for USACE watersheds, dams, and levees in support of critical infrastructure protection and resilience, water management, and dam and levee safety programs. During our time serving the MMC in this nationwide program, WSP has: ■ Produced 34 dam breach models ■ Performed 14 consequence analyses ■ Performed 65 navigation dam screenings ■ Developed 23 corps water management systems ■ Covered 100,000 square miles of watershed with real-time flood forecasting decision support tools ■ Performed 1 hydrologic hazards assessment
