AIR & NOISE COLLABORATIVE SOLUTIONS Interstate 5 (I-5) provides a critical connection between Oregon and Washington that supports local jobs and families, and is a vital trade route for regional, national and international

economies. With one span of the bridge over 100 years old, replacement of the existing structures to satisfy the needs of modern commerce and travel is a vital priority for the region. WSP led noise and vibration analyses, and air quality services for this important infrastructure project.

For air quality services, WSP prepared the air quality technical report and energy technical report to evaluate the impacts to air pollutant emissions, GHG emissions, and energy consumption. Operational impacts from vehicles using the roadways in the four-county project area were evaluated using EPA’s MOVES emission factor model.

NOISE, VIBRATION & ACOUSTIC SERVICES

Thoughtful design for acoustics, noise and vibration plays a critical role in creating healthy, supportive and comfortable environments to promote a better experience and quality of life for occupants in all types of spaces. WSP has the capabilities to calculate and address noise, vibration and acoustic impacts of both vertical (buildings) and horizontal (roadways, rails, etc.) infrastructure projects during all phases of a project lifecycle, including the design, construction and operational phases, and can provide innovative problem-solving approaches to help guide clients through the often complicated regulatory process. Our acoustics practice is one of the largest in the industry, with individuals ranging in experience levels from five to 40 years, who can perform noise and vibration services for transportation, infrastructure, architectural, environmental, power generation, construction, underwater, or special needs types of projects. Our professionals are passionate about building acoustics and noise control applied for protection of the natural environment and health and safety for mining, maritime, industry, energy and infrastructure projects. Clients include state, local and national government agencies, as well as private developers and corporations.

Operational Excellence & Knowledge Sharing: Our noise, vibration and acoustics professionals participate in WSP’s Global Practice Area Network (PAN) program. PANs are internal professional communities of practice available to all WSP employees that provide an opportunity to learn from each other and plug into WSP’s collective knowledge and experience across the globe. WSP’s acoustical staff has performed hundreds of projects involving transportation facilities, infrastructure development, construction, power generation, heating, ventilation and air conditioning (HVAC), mechanical systems, and building interior acoustics. We are involved in all aspects of project development and delivery, and have the depth of knowledge to solve vexing noise and vibration problems. In fact, our acoustics expertise can typically be needed in all phases of a project, from environmental permitting, initial/final design and bid specifications, to construction management, troubleshooting, and expert witness testimony (if needed). We are equipped with our own measurement instrumentation and predictive models in order to stay competitive with the industry and contribute to our professional societies on a regular basis.

Technology & Equipment: We have a comprehensive array of noise and vibration measurement instrumentation that we share across the company as projects demand. This can range from a simple $1,000 sound level meter to a sophisticated $25,000 multi-channel frequency spectrum analyzer. WSP performed a comprehensive environmental acoustical study for Wake Stone Corporation to evaluate noise potentially generated by the expansion of the Wake Stone Triangle Quarry in North Carolina. We performed impressive technical work for the client and then had to defend it in court, which we did successfully in 2023. Thanks to WSP, Wake Stone was able to proceed with a new mining quarry valued at $500 million over the next 30 years. Wake Stone’s owner and CEO rated WSP’s performance a 10/10 and noted, “WSP was responsive and extremely professional when developing our noise study. I highly recommend their services.”

Amtrak B&P Frederick Douglas Rail Tunnel Replacement, Maryland Performed an updated community noise and vibration impact analysis to evaluate changes in the design of the B&P Tunnel for the purposes of determining suitable real estate subsurface easement compensation for residences above the

tunnel. Construction noise and vibration levels, as well as future operational noise and vibration levels, were all evaluated in accordance with FTA/ FRA guidelines. The Cadna-A model was used to predict noise levels, and FTA and WSP spreadsheet models were used to predict vibration levels. The results were presented to Amtrak to allow them to determine any momentary compensations. WSP also developed the project’s construction noise and vibration specifications, particularly with regard to potentially impacted historic properties.

Micron Chip Manufacturing Plant, New York This noise study focuses on determining construction noise exposure over a 20-year, four-chip fabrication plant

construction phase. We are completing the traffic noise and construction noise studies requiring both Cadna-A and TNM modeling. Assessment is being completed using NYSDEC, New York State DOT and Town of Clay noise criteria, as well as FTA construction noise and vibration criteria.

Princeton University LAR Research Protection, New Jersey

WSP guided and performed analyses to evaluate potential disruptions to Princeton’s LAR animal research experiments and laboratories due to upcoming construction noise and vibration. Six construction projects are expected over five

years, possibly impacting as many as six buildings housing dozens of sensitive animal areas. Baseline noise and vibration levels were measured near the animal rooms. Future construction noise was predicted using the Cadna-A model, and future vibration levels were predicted using WSP’s proprietary spreadsheet model.

NAVFAC Baseline Underwater Noise Monitoring, Virginia Performed baseline underwater noise

measurements at two locations surrounding a Norfolk naval shipyard in anticipation of future construction to be performed on the docks and piers. RESON TC-4033 hydrophones

were used to monitor ambient sound levels for three-day periods in each quarter of the year, in accordance with NOAA Guideline: Data Collection Methods to Characterize Underwater Background Sound Relevant to Marine Mammals in Coastal Nearshore Waters.

Port Authority of New York and New Jersey (PANYNJ), Bus Replacement Project Supporting a bus terminal replacement project for the busiest bus terminal in North America, WSP has been conducting air

quality studies related to changes in traffic patterns and bus operations in future years, as well as detailed construction analyses for various project stages (temporary terminal, main terminal, etc). An air quality ventilation analysis was conducted for the Dyer deck over, which is a component of the project that will result in a park over the bus ramps. The analyses included use of EPA’s MOVES and AERMOD programs.

NYC Metropolitan Transportation Authority (MTA), Central Business District Tolling Analysis In 2019, NYC MTA embarked on a study to implement congestion pricing in Manhattan in order to alleviate traffic

congestion in the NYC area, known as the CBD Tolling Program. WSP undertook both air quality and greenhouse gas analyses to determine potential impacts associated with implementation of the program. Microscale air quality screening analyses were conducted for 100 intersections

throughout the five boroughs to determine potential carbon monoxide and particulate matter hotspots. An air quality conformity analysis was conducted using MOVES to ensure the project conforms with the current State Implementation Plan for air quality and applicable transportation conformity requirements. A regional air quality analysis was also conducted for criteria air pollutants, mobile source air toxics, GHG, and energy consumption.

EPA’s Clean Air Status and Trends (CASTNET) – Air Quality Monitoring WSP has provided long-term monitoring of air pollutants to the EPA continuously since 1987, having our measurements used to document the reduction in sulfur and nitrogen pollution over the past 30+ years.
