Local Expertise, Worldwide With our multidisciplinary team of scientists, sociologists, archaeologists, anthropologists, historians, engineers, geographers, heritage specialists, economists, and communications ex perts, we are well positioned to analyze the living environments in which projects are undertaken. Romaine River Hydropower Project WSP assessed the impact of proposed de velopments and support the EIA process. Hy dro-Québec chose WSP to test the Romaine

River for a 1,550 MW hydroelectric complex. Our work included surveying fish habitats, conducting hydrodynamical modeling, determining conservation flows, and evalu ating salmon spawning runs using advanced hydroacoustic methods.

California High Speed Rail, ESIA

WSP offers comprehensive early-phase program and engineering management, design, and environmental sustainability services, from initial funding to business case development. They address federal (NEPA) and state (CEQA) requirements on a statewide level. Additionally, they develop individual environmental documents for each project section.

ESIA for facility, Dominican Republic For CDEEE, WSP performed an ESIA for a coastal facility, adhering to IFC Performance Standards. They conducted comprehensive assessments of environmental, social, eco

nomic, health, and cultural heritage impacts, and led stakeholder consultations for input on impacts and mitigation. The results were integrated into the EMP and SMP, following national and international best practices.

Offshore 3D Seismic Survey

WSP conducted a full ESIA for a 3D seismic survey related to an oil and gas concession block off South America’s coast. Services included oil spill and underwater noise mod eling, public consultation, and turtle nesting surveys. The work adhered to international best practices, securing a survey license within six months.

BASELINE STUDIES

WSP is involved in the design, implementation and management of a wide range of environ mental baseline studies and has conducted numerous environmental assessments under federal and provincial/territorial legislation. We have proven strengths in managing and conducting EIAs, demonstrating this on projects throughout the US in support of our Energy, Mining, Infrastructure, and Oil and Gas clients where we coordinate as many as 15 disciplines in‐house, supple mented by sub‐consultants to deliver quality and efficient results.

We specialize in complex projects at remote sites with difficult access, and with added levels of co ordination with public, land owner and/or Aborig inal communities. Through lessons learned from these projects we continue to streamline our process. We also have the knowledge of process and regulatory requirements to determine what is absolutely needed for your project location, and where previous information can be used. We are in constant communication with regulators and are up to date on the latest changes to the regulatory development process. We share in our clients desire to have accurate, reliable information that is defensible to the regulators and the public, whether it is the in formation we gather on the field, our analysis, or our presentation of results. A well‐managed and effective EIA will ultimately reduce regulatory risk. With our help, when companies are ready to provide funding, our clients are ready with defen sible information that meets the criteria of reg ulatory approval, expediting the project through implementation.

We use an approach that incorporates environ mental planning and consultation combined with our strong technical capabilities in engineer ing and science. These activities include: z Project specific baseline studies and impact assessments, including cumulative effects analyses and recommendation of mitigation measures. z Preparation of desktop level assessments and technical proposals. z Design of environmental protection plans. z Design and implementation of sampling and monitoring programs for fish, surface and ground water, wetlands, sediment, soil, vegetation, and wildlife.

REGIONAL AVIATION BASELINE STUDY WSP led a PSRC-sponsored and FAA-funded study to prepare a baseline study for future air service demand in the Central Puget Sound region. The study analyzed 29 air

ports, including NPIAS, non-NPIAS, and mil itary airports, to understand their roles and interactions. It identified future needs and set the stage for planning new or expanded airports to meet 2050 aviation demand.

Baseline Studies and Impact Assessment For a new LNG import terminal in Quebec, Canada, WSP conducted baseline studies and EIAs, literature reviews, interviews, site visits, and modeling to understand the project’s environment. WSP also participated in stakeholder and regulatory meetings, supported the EIS submission, and will provide environmental monitoring during the terminal’s construction.

Higbee Beach Recreation Project

WSP was contracted by NJDEP for a multi phased tidal marsh restoration, flood control, and greenway enhancement project. The project includes restoring several hundred acres of salt marsh and converting parts of the site into a greenway with recreational and educational features. WSP conducted baseline studies, including habitat mapping and hydrologic modeling.

Confidential Solar Projects WSP designed and implemented pollinator habitats at three solar sites in Michigan, conducting baseline assessments and a Phase I ESA. They developed habitat plans using Michigan State University’s criteria, including soil analysis, weed

suppression, and planting plans. WSP also led the implementation, monitoring, and maintenance of these habitats.

Big River Fisheries Assessment

As part of the RI/FS of the Big River Mine Tailings Site, WSP conducted a Supplemen tal Field Sampling Program and prepared the Feasibility Study. They analyzed fish and crayfish communities using electroshocking and seining methods. Samples were collect ed, processed, and prepared for laboratory analysis to assess the impact of contami nants on aquatic biota.

Habitat and Acoustic Surveys

WSP conducted Phase I Habitat Assessment studies across North Carolina to identify suit able roosting habitats for various bat species and developed acoustic monitoring plans for these sites. They coordinated with the USFWS for plan approval and implemented the study by deploying monitors, collecting, reviewing, and reporting acoustic data. .

Walnut Bend Solar Project

WSP led the environmental consulting for a 100+ MW solar project in Arkansas, one of the state’s largest. Our services included site characterization, wetland delineations, and coordination with USACE, USFWS, and Ar kansas Game and Fish Commission. We will continue to support the project during con struction through compliance monitoring.

Confidential Missouri Wind Projects

WSP completed CIAs, fatal flaw reviews, and multi-year biological surveys, including avian, eagle, and bat monitoring. We supported extensive regulatory coordination due to the presence of multiple T&E bat species. WSP designed an acoustical monitoring study plan for gray bats, which was recommended for scientific publication, and completed the 150- and 170 MW projects in 2022

WSP provides natural resources and ecological services from the early planning phase of a project through design, permitting, mitigation, construction, post-construction and monitoring phases. WSP helps our clients identify natural resources and recommends precautionary and remedial measures that can minimize the ill effects of natural resources exploitation. Permitting Air Quality Permitting

WSP staff have extensive experience conducting air quality permitting and compliance under the U.S. federal New Source Review (NSR) program, state operating permits, control technology analyses (RACT/BACT/LAER), conformity analyses, compliance/enforcement negotiations, regulatory analyses, dispersion modeling, and emissions inventory development for several types of industry. We have prepared and evaluated emissions inventories for stationary and mobile sources under federal programs such as general conformity and the national Environmental Policy Act (NEPA). We routinely advise clients on regulatory strategies and represent them in negotiations with State regulatory agencies and EPA. To assist our clients in achieving and maintaining compliance, we maintain up-to-date information on new and emerging regulations through specialists supported at the corporate level by WSP’s Technical Practice Area program. Our familiarity with regulatory agency procedures and enforcement strategies helps expedite the permit approval process and contributes to favorable permit decisions. NEPA Compliance The National Environmental Policy Act of 1969 and the Council on Environmental Quality (CEQ) Regulations for Implementing the Procedural Provisions of NEPA (40 CFR Parts 1500–1508) require federal agencies to consider and document potential environmental effects of proposed projects. Our recent and ongoing experience preparing NEPA-compliant documentation covers the full spectrum of project development, planning implementation, operations and maintenance (O&M), and permitting from federal funding actions to infrastructure development across the United States (US). Integrated Permitting Integrated Permitting is a process that identifies efficiencies from separate programs to best prioritize capital investments and achieve human health and water quality objectives. It’s a system for integrating environmental review with the review of project permits. This approach allows for a more holistic strategy to regulatory compliance, enabling communities to address their most pressing water quality problems while minimizing costs and maximizing cooperation. The concept of Integrated Permitting has gained considerable momentum in recent years, with the U.S. Environmental Protection Agency promoting this approach since 2012. It’s particularly beneficial for municipalities as it provides greater regulatory flexibility and makes capital intensive infrastructure projects more viable.
